The Massachusetts Registry of Motor vehicles has recently announced several new initiatives meant to improve public safety. We thought we would share the new DVS Program as it is of particular importance to businesses that have vehicles on the road.
You've got employees that drive vehicles for your company. What happens when your employee has their license to drive suspended or revoked? Will they tell you? Enter the DVS Program.
What is DVS Program?
The Driver Verification System (DVS) is a program that improves public safety in Massachusetts. DVS gives you the ability to track license statuses of your drivers and receive email notification from the RMV if there is a change in their license status at any time while they are enrolled in DVS. When you receive a DVS notification via email you are required to log into your DVS account to view the driver(s) that has had a status change. DVS also allows you to obtain driving records for any driver enrolled in the DVS program.
You are required to submit the license number, date of birth, last & first name for each driver that is being enrolled into the DVS program. You are also required to delete any driver that is no longer in your employment.
The DVS Program will provide the following information for any driver enrolled:
License class held (CDL, Passenger, Motorcycle), License status and Expiration Date
Restrictions and Endorsements
7D School Bus Certificate Expiration Date
CDL Self Certification Type & Expiration Date
The DVS program also allows you to request an Unattested Public Driving Record. The Public Driving Record includes all surchargeable accidents, criminal and civil driving offenses for which a person was found either guilty or responsible, plus discretionary and administrative license suspension actions. This Public Driving Record file is in PDF format and requires Adobe Acrobat Reader which can be downloaded for free from Adobe.com.
Who can participate in the DVS Program?
DVS is available to RMV permitted users as stated in section 1 of the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles.
Do we need to conduct a background check on our employees, contractors or agents to participate in the DVS Program?
No, you are providing the RMV with personal identifiable information. Refer to section 11 of the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles.
Is there a fee to participate in the program?
There is no fee to participate in the DVS program and receive license status notifications. If you choose to obtain an unattested public driving record there is an $8.00 fee for each record requested (municipalities & state agencies are exempt from this fee). Your Financial Administrator will receive a monthly invoice via email if any driving records were requested.
To pay your invoice you can either:
1. Set up an Automated Clearing House (ACH), by contacting MassDOT Fiscal @ 857-368-
2. The Financial Administrator can pay online with a credit card or echeck by logging into
the eServices Portal.
How do I access the DVS Program?
eServices Portal – This service facilitates individual users logging into a portal designed specifically for your business needs. Your designated eServices Administrator will maintain access for your End Users.
What is the Required Documentation that is needed to participate in the DVS Program?
Here is a complete list of documents that must be completed to participate in the DVS program:
□ Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles
Must be completed and signed by the signatory authority for your business.
□ RMV Business Partner Contact Form
This form is used to collect the Business Owner, Program, Legal, Financial, Technical and Security contact information.
□ eServices Administrator Access Form
This form is used to identify who your eServices Administrator(s) will be for the program.

2. Your eServices Administrator will receive their security credentials via secured email and must complete the computer based training (CBT) for administrators.
3. Once the eServices Administrator has completed the required CBT he/she may begin issuing eServices Portal security credentials to End Users. The eServices Administrator should notify End Users that they must complete computer based training (CBT) designed for this program.
4. You will log into the eServices Portal using the secured link provided by the RMV.
Is there training required to participate in the DVS Program?
You will receive an email with a link(s) to the required CBT training that must be completed prior to
using the eServices Portal.
